Correspondence between Mr. Hillier and the Chinese Delegates respecting the Hukuang

Railway Agreement.

(1.)

Mr. Hillier to Deputies Kao and Tseng.

IN the 18th article of the loan agreement now arranged for the Hupei-Hunan sections of the Canton-Hankow and Szechuan-Hankow Railways it is stated :-

"During the period of construction of the railway the Hong Kong and Shanghae Bank will nominate a company, approved by the director-general, as agents for the purchase of all materials, machinery, &c., for the railway."

The Hong Kong and Shanghae Bank now proposes to appoint the British and Chinese Corporation as agents, and will be glad to know whether or not this company is acceptable. The bank accordingly has to request that you will submit this question to the Grand Secretary Chang for his decision and reply.

With regard to Mr. Bland, the present representative of the British and Chinese Corporation in China, it is my duty to inform you that I have received a telegram from London advising me that it has been decided that he will return to England, and that the British and Chinese Corporation will appoint another representative to come to China for the management of this business.

I beg to acknowledge the receipt of your reply, and have taken due notice of all the wishes of the Grand Secretary Chang as therein stated. I shall necessarily give them due observance,

Deputies Kao and Tseng to Mr. Hillier.

We are in receipt of your letter stating that the Hong Kong and Shanghae Bank proposes to nominate the British and Chinese Corporation as agents for the purebase of materials, and that, it having been decided that Mr. Bland will returu to England, the British and Chinese Corporation will appoint another representative to come to China for the management of this business.

We have laid the contents of your letter before the Grand Secretary Chang, who has instructed us to reply that if Mr. Bland is positively returning to England, and the British and Chinese Corporation appoint another representative to come to China to manage this business, he will accept their nomination, but it is distinctly understood that Mr. Bland will not be permitted to interfere in this business at any future time.
